The number that makes this document worth reading: an inch of overlay buys roughly a year before the reflective cracks come through it again. That is the accepted rule of thumb, and once it is stated plainly the economics of the thicker-overlay habit stop looking obvious.

Airfields are the case where that matters most, because the cost is not the asphalt. It is the closure. A taxiway out of service is a real operational bill, and paying it again in four years rather than twelve is the expensive part of the decision.

The other point worth taking from it: reflective cracking is not a surface complaint. Once cracks are through, water follows them into the layers below, and what began as a resurfacing job becomes a reconstruction. Waiting is the choice that costs money.
