The comparison this brochure is built around is the useful one: each inch of extra overlay buys roughly one year before cracks reflect through. Once you have that number, the question of whether an interlayer is worth it becomes arithmetic rather than opinion.
The mechanism explains why it is fibreglass and not something more flexible. Asphalt concrete cracks at very low strain, so the reinforcement has to be stiff enough to take load before the asphalt around it has failed. A high modulus matters more here than a high ultimate strength, which is the opposite of what people assume from a “reinforcement” product.
Placement is between the levelling course and the surface course. Not on the old pavement, not under the whole section. That single detail is the most common thing to get wrong when it is specified by someone who has not used it.
