The access road is the ordinary part. The crane pad is the hard part, and it is what this flyer is really about. Erecting a turbine puts a concentrated load on the subgrade that no haul road ever sees, and it happens on ground chosen for wind rather than for bearing capacity.

The line worth holding onto: little to no undercut, and it is possible to build at grade. On a remote site, undercut is not just an excavation cost. It is haul trucks on roads you also have to build, disposal you have to find, and import to replace what you took out. Avoiding it removes a whole chain of cost rather than one line item.

Treat the 70% saving as the ceiling rather than the estimate. What you actually get depends on the subgrade, and the mechanism is aggregate confinement, so it holds only if the stone locks into the grid.
