The AREMA reference is the part that carries weight in a rail conversation. Geogrid has its own chapter in the 2010 Manual for Railway Engineering, which means it is not a novel product you have to justify from first principles.
The mechanism is the same confinement that makes geogrid work under a road, but the problem is different. In track, ballast degrades because the particles move against each other under repeated loading. Confine them and they cannot, so the ballast stays sharp and the track stays in surface for longer between tampings.
That reframes the payback. On a road you are usually buying a thinner section. In rail you are usually buying longer intervals between maintenance, which is a different budget line and often an easier one to defend.
