This is the design-office document, not the jobsite one. It is making an argument you can take to an owner: that a stabilised base lets you build a thinner section for the same performance, and that the saving is real over the life of the pavement as well as on day one.

The distinction that matters is between subgrade stabilization and pavement optimization. The first is getting across ground that will not support construction. The second is deliberately designing a thinner section because the base is stiffer. Same product, different reason, and the second one needs the design work to stand up.

The research section is worth having when someone asks where the numbers came from. The Illinois work is independent and specific, which is more use in a review meeting than a manufacturer’s own figures.
