This is the one worth reading if you run a chip seal programme and keep resealing the same sections. The fabric and binder together make a stress absorbing membrane, which does three things at once: it keeps surface water out of the base, it helps hold the chips, and it stops the cracks underneath telegraphing straight through the new seal.
